outsourcing programmers in america

A lot of people talk about computer jobs being lost to foreign countries like India and call it outsourcing. Even though only about 2% of computer programming jobs have been outsourced to other countries, it could still get worse like the other computer jobs. I do not know for sure why computer programming has not left the country very bad yet, except what everyone guesses is what they believe. People believe networking jobs can't be lost because they have to be done here, but companies are not higher network administrators. They are hiring people from another company to come work temporarily to fix a problem and pay just for that time. If the computer programming jobs leave the country, and the pay goes down for them, I will be wasting my time trying to learn it. Has about only 2% of jobs for computer programming (not web) been lost to foreign countries? I did a google search and found many websites saying programming with other jobs are being lost to foreign countries. Do you know any facts computer programming?

It's quite a large trend to attempt computer programming outsourcing. Some places have success, some failure. Some programming "outsourcing" stays within the same country, just going to telecommuters that live in low cost of living locations.
