Open Source threat or not? M$ selfcontradicting

If TCO, Total cost of ownership or is operation, is really the most important thing as M$'s Ballmer says, while claiming M4 really is cheaper on TCO, how come his staff members states that the free software is a threat to Microsofts economy?
