I tried to sign up, but it told me to wait a week or so. Is there a workaround for this?

Unhappy Not the TOR we know

I saw the "tor" part of the link and thought - oh great, tech/geek stuff on Tor networking.

If I wanted free sf ebooks, I would have gone to the Baen Books website (as I have in the past).

There is another site that does something similar, www.wowio.com - you sign up and they have books and comics for download. Could be these are the frontrunners of the new wave of providing reading matter.
