Not sure about all laws in US. The issue is an agreement for a user to pay based on some schedule. When you attempt to break the contract by not paying by some or any means then you could be liable for the full amount of the agreement plus more than a few fees. Folks try to dodge health club agreements like that and only end up losing weight in their wallet.

I have done that in April 2017, a few months of "mediation" from them on my behalf resulted in absolutely nothing other than regular telephone calls from Telstra "reminding" me in various terms that the account has not being paid. This had become so regular and stil is, that I know that when the home-line phone is ringing, it is not because Telstra had reconnected the phone but only because it was them having another employee having a more aggressive go at convincing me to pay the bill (which they never sent). After these few months, the TIO advised that their "level 1" (if my recollection is correct) mediation was unsuccessful and the dispute had to be "escalated" but that the dispute had then to be continued by another of their departments which had many disputes to resolve (it has been in the national news that the number of complaints lodged with the TIO has quadrupled last year). It is now more than 4 months since that notification and I will ask the TIO (after 6 months) in writing if their expectation of a resolution can be expressed in months or in years since I think anyone has at least the right to now that.

Of course, but arent those designed by our politicians so that there are ways (preferably more than one) to circumvent them? Put yourself in the shoes of a "shrewd" businessman and think of it, I am sure anybody can find a good reason other than "illegal discrimination". In .au (and probably everywhere else in our "democratic" world) there are plenty of laws that have never been enforced except perhaps in rare and obvious cases. In the case of this bank, they issued a new credit card that needed "activation" more than a year ago, this (in theory) could have been done through their website but this website found something odd (in my case) and apologised for being unable to activate the card and ask me instead to visit the bank to solve the problem (which I have no intention of doing - remember: my account is in credit: the bank owes me money on that account and cannot have any complaint - if they do, they have my address and can write me a letter)

I'd love this option since I'd also love, amongst other things, to purchase the DVDs for Debian 9 on the net (from the USA, no seller in .au) but I have no idea if it would work and how as a replacement for paying a supplier whose website expects credit cards or paypal and checks the validity of the number of the card, probably with JS, before checking with the bank if funds are available. Would the prepaid debit card have a number falling within those categories?

There is little point asking at the shop (post office in this case) as too often, shops now have staff who have no idea of what they are selling and even a promising answer must not be taken as a guarantee. Not long ago I purchased a leather belt after checking with the supermarket supervisor that it was leather (no explanation on the label), the answer was very affirmative after this person carried out a few test including sniffing it but it gave up within a day as the leather was only a paper-thin veneer covering some rubbish material.

I checked what the same bank had to offer and they have absolutely nothing like it although they offer 4 possibilities of debit cards (they call them "loaded"). The other banks will not be different as they all offer the same things.

My intention is to convert a couple of monthly payments that used to be made through the credit card to direct debit and cancel the card when no payment is due through it anymore, I have no intention of cancelling any due payment, on the contrary, I want to ensure that they have continued.

Perhaps submitting your complaint there will get some action.
This leads exactly to the same destination to which my original complaint to Telstra was made.

My Internet access is now resolved but not my "no credit card" situation, any other hint most welcome. I have found suppliers who accept "direct deposit" in their bank account but none selling Debian DVDs although I can now make a "netinstall".
