Here's a great ISO burner you can use to burn on even your ancient PC's(will work on Windows 95!!)I did it on Windows 98SE, and ran smooth and quick.

Hmm, I'm not sure you can do that, and anyway, why a Windows app?

Although this would have been better in Linux Bookmarks. |
Alternatively....
There is ImgBurn from the author of DVD Decrypter. Very full featured for Windows freeware.
As far as scanning software, really all you need is the twain (Technology Without An Interesting Name) driver for that scanner and almost any graphics software will let you scan. The Gimp is available for Windows too. |
On the subject of ISO burners for Windows, there is ISO recorder v2 available from http://isorecorder.alexfeinman.com/isorecorder.htm
You can create ISOs from CDs, burn ISOs, and make a directory into an ISO, you can add boot images also. |
