Dell laptop - 2 different cpu speeds


My friend has a dell laptop (forgot which model) but if you list the cpu speeds under the "General" tab of "System properties" it shows 2 CPU's with one CPU having a higher speed Ghz than the other. That was kind of odd to me as I know hyperthreading is on but shouldn't it report both with the same speed then?
