Ok,

Just want to know if it's okay to post my Debian-inspired wallpaper to KDE Look.org. Should I ask the folks at Debian first or what?

Well if you made it yourself, it's fine.
If you made it using someone elses work, ie. photos, graphics, etc. you should ask them first
