Asking people to wear sunglasses indoors actually doesn’t strike me as reasonable. But:

Hey, congratulations on your new job

my new hire’s office looks like a dark, flickering bat cave … and is scaring off patrons

At one workplace we were told by management that the bright fluorescents over all the cubicles were required. We just waited for a good opportunity and removed bulbs to get down to the level we wanted. Most office workers seem to prefer dimmer lighting and have a desk light for when you need it.

My condolences on having to work in an open office setting. I had to do that for a few months and found that a pair of Bose QC-35 noise cancelling headphones went a long way to improving my mood and productivity.

One of my favorite co-workers, back in the day, taped a couple of file folders across the top of his terminal. (It was “terminals” in those days.) He also wore sunglasses every(!) time he walked outside. I don’t know what vision issues he may have had, but he was one of the smartest guys I ever met and a pleasure to work with.
