Thank you ChuangTzu for bringing this to our/my attention. I now need to look more deeply into this because I am a bit concerned that it may establish a legal precedent that "privacy and security" are higher up on the hierarchy than openness and access to information. It sounds good on the surface but it could be in effect an "Orwellian gift-wrapped time bomb". This bears scrutiny.
