You can't have shockwave installed under linux (http://www.petitiononline.com/linuxswp/petition.html)
You can try openning the web in windows, if you have it

You can happily blame this on the person who designs the site. If they really want shockwave, they should realize not all can use it and should have those people redirect to another page that is somewhat the same or the same, just another way to display the site without the M$ only code or plugin used, etc.

PS. Moved to General, not directly a Linux question on a technical level.

As it is a Government website and that nice Mr Blair has said that he wants everyone in the country to have access to the web and to the information they need, you should contact the webmaster and explain that they are cutting out a large and ever growing number of the populace by using Shockwave rather than Flash, Java or something else.

I can't guarantee that you'll get a response.... but: if the response is unsatisfactory, write to your local MP. The MP will write to the Minister concerned (or have it raised as a Question in the House) and someone will do something. Even if it's just to say that it will never change. The great thing about letters to an MP is that the Minister involved will have to respond. As an ex-Civil Servant who used to answer and send letters all the time, this is the procedure to go down. You may even want to mention that they may be cutting out visually impaired people by insisting on using Shockwave.

Your tax money in action.
