Can You Force Windows To Read Ext3?

I was wondering if there was any way to get Windows XP / Vista to force read a Ext3 partition? I never use Windows but I was simply just wondering if it has been ever successfully done?

There are some open source drivers for Windoze 2K/XP and even for Vista, some mount a downgrade of the ext3 filesystem and access it as ext2 (without journal), some are read-only, while others allow full writing support as well.
