In any case, cyber crooks work full time (well, their computers do) to steal data and use it. People who have direct access to cards can easily scan it or photograph it. People who flash cards in sales line can easily display both sides of a card for a crook to steal. People in credit card producing plants and bulk mail shippers could (and have) stolen millions. Even protected mail has been scammed to a lesser degree.

As to what one could obtain from some form of ID is not generally what cyber criminals want.

I can easily cancel and replace a credit/debit card and get a new number, I can't cancel and get a new identity. Its also completely un-necessary for a store to scan your ID, I'd bet anything its a store policy due to the cashiers getting busted a few times not following the laws so the stores made it so they have to scan the id and can't over-ride it. So your risk of ID theft is increased due to poor store management.

Wow some wonderful replies. A commercial DL has your social security number on it such as mine. CDL and everything on the front of the card is on the bar code.
I myself do not like giving up MY DL date of birth and SS# whether I am a donor or what. I believe as all adults we have the same rights as our children the right
to privacy. And trust me I look well over a half century. So why do we Harass our veterans and well any one that looks old enough or at least over 30.

This needs to be looked at, for they can take my picture in a private owned building. And then take all my personnel info at a swipe of a card.
I do believe this practice is hazing and is against the law and most company policies. Why do we let these stores do this to us.
Why does the Mayor of Urbana IL give these people the business license to do this. Some one must be held responsible the stores think they
are protecting them self. Hey if some one can get a gallon of gas at the age of 12 and burn the store down well guess what they deserve it.
