Bypassing the setup procedure for a peripheral.

Hi:
I have a PCI Ethernet adapter and its bundled soft. Following the user's guide instructions I go nowhere. But the soft in question is exactly this:
NETRTS5.CAT ;this is not a plain ascii text file
NETRTS5.INF ;ascii file
RTL8139.SYS ;the driver

And that's all. My o.s. is w98. I could always place the driver in /windows/system32/drivers. But where do I place the .cat and .inf? I think the reply to this post requires the specific knowledge of ms w98.
Thanks for reading and regards.

Do as suggested above or right click the .inf file and choose install?
