Anyone experienced with Modding the Sims?

Because I just got this idea for a fun Sims mod

The idea is - The Sims: Ghost Edition

Basically the characters are pre-created, the houses pre-created. Your character is a ghost, and you earn the money to move items around the house or briefly take over a character by scaring the Sims living there. You can create cold spots/hot spots (maybe some kind of custom furniture?), move small things, make some noises, etc. The money you earn by doing this you can spend but adjusting a characters needs/wants bar (whatever they call that thing) to make them unhappy or whatever.

Sims is copyright Maxis, EA, whatever (just saying that so LinuxQuestions doesn't get in trouble ) but I noticed there is a large modder community. I don't know any of them however... and I know the people here are very bright and technical, so I'm wondering if there are any modders here?

If not, I suppose I'll play with the tools, see what's possible.
I'd love to do poltergeists, apparitions, demons, maybe aliens, whatever. Just basically a cool mod so you can play with your Sims in yet another way

Besides, that game always had a creepy voyeur/stalker take anyhow, it would be interesting to add a different dimension to it.

I'm putting this idea into the public domain, so :P to anyone who wants to steal it
