Admin Tools on a website / proxies

Im an admin for (Im not advertising, just filling ya in with info) And having more than one account...That's against game rules! We have a system that shows transfers between accounts and shows who has the same IP address

Yeah there is a way around it...proxies...What I do is just enter in the IP and then the word proxy and it tells me if its a proxy...Is there a faster way? Cause with this method I have to suspect them of being a multi...So how can ya stop this? I aint a programmer...I don't own the game either, Im just an admin looking for a promotion there!

Help on speeding this process up would help alot~!
