anyway, back to business. You can't make a bootloader floppy, but if I understand correctly you CAN install the bootloader to another partition (not MBR) and make a grub/lilo diskette that points to this image. I'm not familiar with the specifics, but may be someone can explain it to you. It's nothing to do with FC, it's because the kernel is too big to fit on a floppy. I know it's possible because I've had Slackware 10 installed and started it from a floppy with lilo, with kernel 2.6
As for windows... I work with a desktop PC with GRUb on the MBR and windows98 / FC· etc. etc. and a laptop with WinXP on which I start linux from the windows bootloader, both working without the least problem.
Finally there are external programs, like 'gag' that can be installed on a floppy (or MBR) and allow you to choose which OS to start... take your pick
