Fedora 30 install
 
I used sudo dnf install quick-usb-formatter It installed about 20 additional programs but I get no icon. I tried a search and it can't find the program. I installed sudo dnf mediawriter this one I can find.
I wanted to format a usb stick to fat 32 to update a bios

you can format it using gparted and/or other tools too. I don't know this usb-stick-formatter. probably you can start it from command line.
I do not really understand your last sentence about bios, would be nice to explain it a bit better.

Also please try to use better titles, what you posted is misleading, because your problem is not related to "Fedora 30 install" at all.

The bios is installed in the motherboard by the manufacturer.It has to be on a usb fat 32 stick or it won't load. If you press the delete button on your keyboard it will bring you into the bios. I have to go to boot and set the boot to cdrom harddrive removable to install any linux iso image. I could set to removable harddrive cdrom. The manufacturer may have over 10 different bios you can install to correct problems.

I downloaded fedora 30 iso and installed it on another harddrive. I've had other fedora downloads I used that were older and usb-stick-formatter worked fine with an icon.

again, you can use other tools to format an usb stick. I have no idea about your problem, you gave no usable information. Probably that installation went wrong somehow.

I updated this morning and it showed up in the utilities icon. This solved the problem I used it and it works fine. I keep two hard drives loaded in the computer. If I have a problem I can switch drives and update quickly.
I looked for other programs and didn't find any.I have to update bios in my windows computer.

I told you, for example gparted can be used to format usb stick.

I have gparted on my linux mint 19.1 but not on fedora.
