You do have X, right? You probably need to install the devel packages related to X. I'm not sure how fc2 manages the package installations but you should be able to find the devel packages on the CDs.
X iswhat enables running guis like kde and gnome. If you have a gui running, you have X. Even if you have X, some programs need some information about X that aren't needed for simply running X. That's what the devel-packages contain.
