wall command not outputing to screen

I have just installed apcupsd on Fedora core 2 and every thing went good.
However when the mains is turned off no messages are sent to the screen. Checking revealed that the "wall" command is used to send messages.
Entering the wall command in a terminal session with xwindows running produces no output to the screen. Interesting however there is output when the GUI isnt running.
The command
echo "hello" > /dev/tty had the same results as "wall".
I tried mesg y , but that didnt do anything either.
It beats me why I am not getting any output to the screen from wall. I checked /var/log/messages and the output is getting to there, but not the screen.
please help as this wall stuff is sending me up there
