v4lctl not installed?

When I type v4lctl it says command not found. However, tvtime seems to still load the video - as in the past. I upgraded to fedora 8 and finally had some time to work with it but it seems as though i don't have the v4l command line interface? I have been trying to get my tv tuner (leadtek pvr2000) to get audio and wanted to use this command. Any help is appreciated.
