The /usr/share/locale folder on my FC7 box is 190M. Is it safe to remove the non-english stuff? Is the non-english locale data part of a package? I could not find any relevant packages by rpm -qa.

You can usually remove any locale you are not using - at risk to your internationalization. If you are usure, try just renaming (or moving) the files you want to remove and see what breaks.

You could have a look at package localepurge from debian. It's a start...
