Software + Updates w/o DVD or Net


i dont have internet OR a dvd drive on a computer and i was wondering...
how do i install extra programs and updates?
can i download some update cd via windows, write it to a cd and install the software?

If you can download an update via Windows then why can't you download an update via Linux? If you have a connection to the Internet then it is easy to get the network connection configured in Linux.
