I ran into the same problem, but on a FC5 machine running vsftp.
Here's what I did to correct the problem:
1. Log into the Gnome Desktop.
2. Click on System > Administration > Security Level and Firewall
3. enter password for root
4. on the Security Level Configuration GUI, click on the SELinux tab
5. click on Modify SELinux Policy to show list of applications.
6. click on FTP
7. check Allow ftp to read/write files in the user home directories
8. Click on OK button at bottom of GUI.
9. Restart vsftp
and that fixed my problem. Hope this helps someone outthere.
