Problem with file and folder name on fat32 partitions

Hi,
I use FC4.There is no font problem when i am working normally in linux.
I can see turkish character in the website with firefox. I can write turkish character in open office writer, too.
But when i take a file or folder from win partitions i have a problem with their names. if file names contain turkish characters like 'ş', 'ü'.....etc. i can't work with these file..
file or folder names appear like this 'Fı?? name' or like this
'Fi e name'.
i mounted win partitions and configured fstab like follow.

/dev/hda5 /mnt/depo vfat rw,users,umask=0,iocharset=iso8859-9 1 0
/dev/hda1 /mnt/win vfat ro,users,umask=0,iocharset=iso8859-9 1 0

i reloaded required kernel modules but the problem is not solved..

how can i solve this problem.. i don't want work with another distro..
because i am newbie and i want learn more with fedora..

best regards...
