Network Device Control is Fcukd!

I can't connect to the internet!
Oh I don't feel safe using this MS DOS clownsuit!

When I click on the "Network Device Control" in the system tools menu, nothing happens, I tried running it in the Terminal and it said that it could not import "" as an error. Does anyone know a way around this. Please hurry I won't last long with Windows.
