If you don't know how to install rpm packages, I wonder why you'd need rpmbuild, which is as far as I know used to build up rpm packages from source code, to be installed as binaries; so if you don't know how to install rpmbuild you wouldn't know how to install an rpm that's built using it, and I seriously doubt you would even know how to use it..
To get it, use Google or rpm.pbone.net to search the rpm package that contains rpmbuild (the executable). Download it, and double-click it to install. Then read the documentation, then start using it..but what do you need it for?
