I figured it out, so in case someone happens across this in a search for information (as I did), here is the answer: The syntax was reversed. It should read:

mount -t vfat /dev/hda5 /mnt/windows
Furthermore, to get your fat32 partition automatically mounted at boot, just add the following line to your
/etc/fstab file:

/dev/hda5 /mnt/windows vfat defaults,umask 002 0 0
note: this lets any user read and run files on the drive. change 002 to 007 to lock them out.
