Modify the default desktop layout for users?

I'm using Gnome, Fedora Core 1.

I have added some desktop icons, a different wallpaper and had customised the taskbar.

I want all users to have the same modified desktop by default. How do I copy the modified desktop layout during user creation?

Is it gotta do with /etc/skel? What are the files that I need to copy into it?

I have never set this up myself, but here are some clues that should help.

/etc/skel contains the most basic user defaults.. not really what you're after.
/etc/gconf contains defaults for gnome setup for the new user, I believe it is read when gnome starts and the user has not ~/.gconf.
