Unhappy Low outgoing traffic in Fedora Core 3

Network card: D-Link DFE-530TX PCI Fast Ethernet Adapter (rev.C)
Distro: Fedora Core 3 (kernel 2.6.9-1.667smp)

dmesg | grep eth0:
divert: allocating divert_blk for eth0
eth0: VIA Rhine III at 0xfb010000, 00:0d:88:4f:c9:e5, IRQ 209.
eth0: MII PHY found at address 1, status 0x784d advertising 05e1 Link 0000.
eth0: link up, 10Mbps, half-duplex, lpa 0x0000

mii-tool: eth0: 100 Mbit, full duplex, link ok

iptables: disabled

Problem: Samba/HTTP/FTP sends data with less 34 KB/sec. Sending from Windows XP (same machine, dual boot) or receiving: ~2MB/sec. Why outgoing traffic is so small?
