Linux Rescue Fails

Fedora 28, the last DVD I tried to enter rescue mode was Fedora 29 KDE.

I used to boot the installation DVD and type Linux Rescue and it would mount my system under sysimage, then I could chroot and do what I wanted.

Now I hit the ESC key, type Linux Rescue I get:

"cannot open access to console, the root account is locked"

I do have a root account with a working password. What is it I am missing. I've searched without any answers.

That probably hasn't worked since systemd became the default. See the install guide, under advanced boot options.

I see Linux Rescue is depreciated, so how do you mount and rescue a system now?

I don't know if this is the approved method, but I boot the machine into a live session using the install media and chroot from there.

That makes sense.
Boot the DVD
mount /boot & /root on the hard drive
chroot /root
/sbin/grub2-install /dev/sda
I guess that would work, thanks.
