linux partition unreliable

the power supply in our region is really really crappy
| that means my computer isn't shut down cleanly many many times | in top of that i have a slower(very very compered to what others use here) and u know it gets stuck very(too) often and since there isn't a way to find out if it's hanged then again uncleanly shut down my computer is.
"THE REAL DEAL"
this doesnt do the integrity of my filesystems any good instead it does so much damage that i end up having to re-install(of 1.30minutes)
this doesnt happen with windows
is windows trillion times better that linux or is it that i am doing somethig wrong

A journaled filesystem (like ext3 or reiserfs) shouldn't have too may problems with this. Actually I lost quite some files due to power-outs on windows and decided the best option was buying a UPS (Uninterruptable Power Supply) to bridge the shorter power failures (up to 10 minutes) and be able to do a clean shut-down with the more important ones.

no man/ ive never lost anything that is comparable to what i have lost in ext3/2 at least not much in Ntfs quantity wise and definetly not system threatning wise
in fact i think most newuxers are discouraged because of this
i think this might be my problem can i/should i make a separate partition for /etc ,/bin ,/boot etc etc

ext2 is no good. ext3 and reiserfs seem to be a lot better and I have never lost any data with them.
