libselinux dont work in fedora 3

Hello i am new to fedora and when i go to "system settings,add remove programmes,i can not install or remove any programmes i get error message that "libselinux is not a package that can be found and installation is not possible with out it. So i tried "yum install libselinux" and get this error [root@localhost master]# yum install libselinux

//var/cache/yum/base/repomd.xml:1: parser error : Start tag expected, '<' not found
This site is a Mirror for:
Cannot open/read repomd.xml file for repository: base
Error importing repomd.xml from base: Error: could not parse file //var/cache/yum/base/repomd.xml
[root@localhost master]#
yum does work with other packages it is only when i specify "libselinux" that i get this error can any body give me any guidance on this matter please.

libselinux is not in the base package, but in updates. Configure the updates repo for yum, enable it and try again.
