To make changes to your panel you can either right click it then go to panel menu--> configure panel. The size is probably set to normal, drop the box down and select another option or make the change via the kcontrol (Control Centre). As for the icons you can change the size for the small icons using the kcontrol (Control Centre). Do
Alt & F2, now type
kcontrol and click run. The sections you want are
Appearance & Themes-->
Icons-->
Advanced-->
Small Icons and
Desktop-->
Panels-->
Size.
