You do not install websites.
You enter the URL in your browser's URL bar and press Enter.

@ondoho. Unfortunately, that link won't help install Telegram.

@OP. You have several options. IMO, the two easiest are

Configure and enable the RPM Fusion free repository, then
Code:

dnf install telegram-desktop
```
Install from the flatpak
