Within a session, just type set nobackup, or add it to your .vimrc file.

The simplest way would be to type echo set nobackup >> ~/.vimrc

A better way is to take the example file that comes with vim, copy it to your home directory and modify it (you can use vim for this). I'm assuming that your distro supplies vim and vi is a symbolic link to it. Try typing cp /usr/share/vim/vim63/vimrc_example.vim ~/.vimrc - you may have to modify the path to /usr/share/vim/vim63/vimrc_example.vim
