Just briefly reviewing the page below at the fedora project, I would think it would be problematic jumping four versions. Note the yellow box near the top of the page referring to the "Fedup" software.
At the bottom of the page I linked to in my last post is another link to "Upgrading from EOL Fedora using yum" which seems to indicate you would have to go from version to version until you hit 20; 16 > 17, 17 > 18, and so on.
