Help! Problems with i2c-dev. No more /dev/i2c-*

I have problems trying to use ddccontrol under Fedora Core 4.
This program requires i2c-dev and framebuffer driver (for ATI videocard).
#modprobe i2c-dev
I still have no /dev/i2c. Is this normal?
Is udev responsible for this?
How can I fix it?
