Depends on what you need to repair.

Boot using the installation media which has a rescue mode or a live Fedora DVD/USB. You should be able to repair/mount the filesystems.

Boot a system rescue DVD/USB. Again you should be able to repair/mount the filesystems.

You might be able to reboot the system and select recovery mode via the grub menu.

Dracut offers the rd.shell as an option - again, depends on the problem and what you need to repair. See the manpage or there is a page on the wiki too I think.

but BE AWARE !!!

Fedora 23 is UNSUPPORTED

it When END OF LIFE back in Dec. 2016 (2016-12-20)

and fedora 24 went EOL on 2017-08-08
fedora 25 will become unsupported around January or February
