fedora core2 and vim problem


I'm having problems doing basic things like editing sysconfig problems because something is wrong with vi. Especially across an ssh connection, but also at the console, my keyboard acts strange within vi. Pressing arrow keys somtimes results in capital letters being printed, backspace and delete don't work, other characters don't print the correct character. What could be causing this? I thought perhaps the keyboard map, but my keyboard works perfectly on the command line and within gnome, so I don't think that would be it. Any suggestions would be appreciated.
