Fedora 16 - Printing service not available

I've just done a fresh install of Fedora 16 and I chose a software development type system. I've got so many problems I'll start with the simplest.

How do I add a printer ?

The only thing relating to printing I can find is via ...

Activities -> Applications -> System Tools -> Printers

... and that just shows an unsmiling face with the message "Sorry ! The system printing service does not seem to be available"

Is this plain old CUPSD ? how do I start it under this new fangled systemd way of doing things ?

Turns out, it's a bug.
