If you don't have access to a good network connection, then I suggest using a different distribution. Fedora is one of the more volatile distributions due to its leading edge goal, and you need to be regularly applying maintenance (daily, ideally). F7 already has about 4GB of maintenance against it. Most modern Linux distributions require good network connections for regular maintenance.
Any of the commercially oriented distributions, like
CentOS (familiar if you like Fedora) will be a good choice.
