can someone explain what this does - I have not found any documentation that tells

mine tells that I have an account with google - which I do

It is an automated account setup utility basically. You can add an account there and it automatically configures mail, calendar and instant messaging. So for example if you add your google account there, it will automatically set up the gmail IMAP server settings for your account in evolution, add your google calendar in evolution calendar and your google chat to empathy.
