dnf is confused with kernel-devel

Code:

# dnf autoremove

removed kernel-devel
and then

Code:

# dnf upgrade

installed it back.

then if I repeat the two commands, same things happen again.

kernel-devel
is a REQUIRED rpm for a lot of programs

a wild guess here
you have a nvidia card and are using the Akmod-nvidia

the kernel-devel IS REQUIRED by that

I have the same thing but with kernel-modules-extra.

I would like to know if there is a solution.

please read the above post !

the kernel development ( the headers) files ARE A REQUIREMENT for a lot of things

if you try to uninstall them
a lot of otherthings will ALSO want to be uninstalled
uninstall them

but
wireless drivers need it
graphics cards drivers need them
and any kernel mod will need the headers
