Comparable files Ubuntu to Fedora

I,m trying to install ftbobex on my box to read my cell phone and I have to put the lines as in
Ubuntu as below, but in Fedora the file doesn't exist at that path 040-permissions.rules
(Ubuntu)/etc/udev/rules.d/040-permissions.rules
What file at /udev/rules.d/ in fedora would I put the lines below, in ?
Boy, does this sound confusing.

BUS=="usb", SYSFS{idVendor}=="VendorID", SYSFS{idProduct}=="ProductID", GROUP="plugdev", USER="yourUserNname"

Hi, not sure about those things. But, if you are looking for a file try: locate 040-permissions.rules
if it's on your system it will tell you the full path to it. You might have to run updatedb as root first to update the search database that locate uses.

In FC7 at /etc/udev/rules.d there is no "file" named 040-permissions.rules,
In fact there is no "file" by that name in FC7
This "file" only exist in Ubuntu, I need to know which "file" at /etc/udev/rules.d/ in FC7 is comparable to etc/udev/rules.d/040-permissions.rules in Ubuntu.
I need to edit the comparable file in FC7 to enter a couple of lines.
I do wished all these Linux distro's would standardize their file names
It sure would make life easier.

I know this post is very confusing as to the way I'm asking it, but I don't know any other way to ask it.
