Changing IP between PC and RaspberryPi

I want to change IP address on a RaspberryPi and my PC-Fedora30 so I can do ssh between the two.
PC 192.168.0.100
Gateway Router 192.168.0.1
RaspberryPi 192,168.10.10

I want to change the RaspPi eth0 to 198.168.0.102 from 192.168.10.10

How do I do it permently.

Add a dhcp reservation in your router for the pi using the desired ip address. The reservation is based on the devices mac.

On the pi itself depends on what distribution etc is running.

If your Raspberry Pi is configured for DHCP, michaelk gave the answer.
If the IP address is static, the method depends on the distro and the distro version running on the Raspberry Pi. Network configuration is an area where distros and versions differ a lot. For example, Ubuntu 16 and Ubuntu 18 use very different network configuration approaches.
