every two seconds my system generates this message:

Make sure you have applied maintenance to your system.
yum -y update

The system is always updated, and has been doing this for months. Perhaps my SELinux settings and/or context for CUPS is not set properly?

You can define a local policy to permit the operation by following the instructions in this thread.
