Fedora-30 , Files in Terminal and Terminator have apostrophe ''' (one apostrophe at both ends) of a file name, but the files in the Filemanager does not show the apostrophes .
You can't execute a execute file or rename a file in terminal and Terminator.

Including quote characters or apostrophes in filenames is asking for senseless trouble. If used they typically must be escaped:

Use a substitute ? for each instance, then change the file names to not include them, if possible.

I just moved the files from a stick to my Fedora-30 fresh install computer.

What Command would I use to to eliminate the ' from each file ?

One of the files I tried to install was 'google-chrome-stable_current_x86_64.rpm' on the Fedora-30

The computer Fedora-28 I copied the file from onto the stick didn't have the ' around the filename but they accumlated when I moved them off of the stick onto the Fedora-30 computer.

Orthodox_file_managers make this simple. MC is a ubiquitous and fast one on Linux. You might have it installed already. It's small, and works in both xterms and vttys.

I have not installed Midnight Commander on my Fedora boxes. I use the Dolphin file manager and there are no ' around the filename there. the 'filename' only shows up in the shell, Konsole and Terminator.

Renaming files with bad names is hardly the only thing OFMs can do that are otherwise difficult or impossible. They are opposite most good *nix tools, good at doing lots of things well rather than just one.

what command is producing the problem?

the only thing i can think of is ls, which adds single quotes to filenames with spaces in them.
