Well where did you install Grub in the first place??? How did you install Fedora and which version??? Did you change the boot order in the BIOS first???

You can try booting from the Fedora Installation media and using rescue mode by typing 'linux rescue' when the menu is displayed minus the single quotemarks. Answer a few questions and read the on-screen messages. When ready do as the messages suggested for using the chroot command when ready type something along the lines of;

/sbin/grub-install --recheck /dev/hda

You might want to read this;

Show the output from Linux of both 'fdisk -l' and cat '/boot/grub,conf' without the single quotesmarks, that is the lowercase letter 'L' and not the number one in the fdisk command. Please explain the statement 'it didn't recognize install_device', actual error messages are useful.

The online grub manual;
