Xserver under root


I am not able to login as root under Xserver. Bcoz as a normal Debian user iam not able to browse the net. Everything like, IP address, Gateway, Subnet, have been configured under root. How to configure, such that all users can browse the net. Iam having Debian Woody 3.0r2. And also what is command to change my IP address, Subent mask and Gateway IPs' in Debian. in RH we had a commadn setup. So help me out.
