Question why is 2.6.24-4 in freeze?

I'm a lenny user and I wanted to know why the 2.6.24-4 kernel is 'in freeze'? What does that mean, and what do they mean when they say 'contact debian-release if update is needed' ? I'm just curious. Thanks.

ps. I see they say that the 'armel' packages are not yet built, but is that all they are talking about, or is there another reason?
